County Commissioner Mary I. JohnsonThe Victim Service Center of Orange County, Inc. was the brainchild of former Orange County Commissioner Mary I. Johnson in 1996. Commissioner Johnson discovered that substantial revenues were being generated by inmates at the Orange County Jail from pay phone usage. Commissioner Johnson was surprised to learn that none of the proceeds were being used to serve the crime survivors, but instead were being used to provide services to the inmates.

Commissioner Johnson convinced her colleagues on the Board of County Commissioners that a portion of the jails proceeds needed to be allocated to services to aid recovery for crime survivors in the community. In 1997, a task force was established by Commissioner Johnson to conduct a community-wide needs assessment and a plan was developed to create a comprehensive, survivor-focused Center.

In February 1999, the Victim Service Center of Orange County was opened under the auspices of Orange County Government to provide a full range of survivor-centered services to any crime survivor who resides in or who was victimized in Orange County, Florida. Orange County Government, in conjunction with the State Attorneys Office, law enforcement, and Florida Hospital developed the Sexual Assault Treatment Center as a component of the Victim Service Center.

The Sexual Assault Treatment Center is a stand-alone facility offering a homelike, confidential environment where sexual assault survivors may receive medical intervention services provided by a specially trained Sexual Assault Nurse Examiner, at one safe, private location.

In 2001 the Victim Service Center became incorporated as a non-profit organization.
